Mr.
Harrington,
chair of Pillsbury Winthrop Shaw Pittman's communications group, has handled
a broad range of communications matters for over 30 years.
Mr.
Harrington has taken a leading role in numerous asset and stock sales and
corporate mergers involving broadcast licensees, cable system operators, and
programming services. These transacations have ranged from the sale of small
radio stations to the sale of a leading national cable programmer at a price
of over $1 billion. Several of these transactions have involved novel
structural issues relating to regulatory limits on multiple and foreign
ownership of media facilities.
His
expertise also extends to the network-affiliate relationship. Mr. Harrington
has drafted model network affiliation agreements for two national television
networks. He has also advised clients with regard to their obligations under
such agreements, and negotiated affiliation agreements on behalf of
broadcast licensees.
Mr.
Harrington regularly advises clients on a wide range of regulatory
compliance issues. He has particlar interest and expertise in the law of
political broadcasting, technology and the relationship of cable, satellite
and broadcasting.
Mr.
Harrington is an experienced administrative litigator. He has appeared
before the Federal Communications Commission and Federal Courts of Appeals
as senior counsel in a number of complex administrative proceedings
involving broadcast, cellular, cable, and copyright issues. He also
represents parties in music licensing negotiations and in compulsory license
ratemaking and distribution proceedings before Copyright Arbitration Royalty
Panels of the Copyright Office of the Library of Congress. |
